Session (24) First Term / First Year

The Council of Representatives held on (14/5/2026) its twenty-fourth session of the first legislative term of the first legislative year of the sixth electoral cycle, chaired by Speaker Haibat Al-Halbousi, with (266) in attendance. The session included:

_ The Speaker invited the MPs to recite Surat Al-Fatiha in memory of the souls of Iraq's martyrs.

_ Mr. Ali Al-Zaidi presented the ministerial program of the new government, affirming through it a determined march toward fulfilling the aspirations of the Iraqi people, placing the citizen's interest among his priorities. He explained that the path of reform begins from within, confronting corruption and administrative laxity, and referred to facing challenges on the basis of faith in Iraqis' capability and patience, turning crises into opportunities and setbacks into stations for making a difference — to strengthen services, build solid institutions, and launch Iraq into the sphere of governance and e-government.

_ Mr. Al-Zaidi defined his steps along three tracks: the first is economic reform and building through economic diversification, real investment and a solid financial and banking system; the second track includes social building, entrenching social justice, caring for the neediest groups, protecting childhood and empowering women; and the third track is reforming the security system by restricting weapons to the hands of the state, strengthening the capabilities of the security forces and entrenching citizens' confidence in democracy. He noted that Iraq — with its civilizational depth, its human and cultural diversity, and what the supreme religious authority represents — qualifies us to stand up and restore the government's standing, inviting all diplomatic missions to return to their work in Baghdad, and thanking the government of Mr. Mohammed Shia Al-Sudani.

_ Voting on the ministerial program, taking into consideration the amendments requested by the Speaker and proposed by the parliamentary committee charged with studying the ministerial program.

_ The Council did not grant confidence to Messrs. Ahmed Nadhim Najm for the Ministry of Planning, Amer Hassan Hashoush for the Ministry of Higher Education, Qasim Atta for the Ministry of Interior, Rebaz Mohammed for the Ministry of Reconstruction and Housing, and Ibrahim Al-Namis for the Ministry of Culture.

_ Prime Minister Ali Al-Zaidi and the members of his government took the constitutional oath before the Council of Representatives.

The session was then adjourned.
