Revealed that the ration agent bears 45 dinars per person above what is collected, in addition to 250 dinars in transport, rent, bags, workers' wages, electricity and water, and that in Basra the transport of the ration falls on the agent alone, unlike the other governorates; called for directing the Trade and Industry Committee.

Relied on Articles (14), (16) and (30) of the Constitution in demanding fairness for more than 600,000 residents of Basra who came from other governorates and are deprived of a residence card and of transferring their ration card, which prevents them from enrolling their children in schools although they are counted in the census
