Session Report
The Council of Representatives held on (4/5/2026) its twenty-second session of the first legislative term of the first legislative year of the sixth electoral cycle, chaired by Speaker Haibat Al-Halbousi, with (217) in attendance. The session included:
_ Mr. Haibat Al-Halbousi noted that the Council of Representatives will receive, by the end of this week, the government program from Mr. Ali Al-Zaidi, the designate charged with forming the new government, for the members to review and for study by the Strategic Planning and Government Program Committee, noting that the names of the ministerial cabinet would be presented next week for a vote by the Council.
_ The Council's members stood in solidarity during the session with the demands of the protesting farmers, denouncing at the same time yesterday's assault by the security forces on the farmers who had come out to demand their dues, stressing the need to restore due respect to the farmers.
_ The Speaker expressed his condemnation of the assault on the protesting farmers, affirming the importance of the government fulfilling its obligations toward farmers' rights, declaring his categorical rejection of assaults on social symbols, and asking the parliamentary Security and Defense Committee to host the concerned security officials to review the incident of the assault on the protesters and prepare a detailed report to be presented at the next session.
_ The Speaker directed the parliamentary Foreign Relations Committee to communicate with the Ministry of Foreign Affairs to follow up on the assault that affected a number of Iraqi fishermen in the waters of Khor Abdullah and to inform the Council of the results.
_ Speaker Haibat Al-Halbousi directed the cancellation of the parliamentary conduct memo issued against MP Mustafa Sanad after the apology and reconciliation between him and MP Bahaa Al-Araji, head of the Reconstruction and Development Bloc.
_ First reading of the proposed First Amendment Law to the Traffic Law (8) of 2019, submitted by the Security and Defense Committee.
_ First reading of the proposed Law on the Protection of Volunteer Paramedics and Rescuers, submitted by the Health and Combating Psychotropic Substances Committee.
