Called for reconsidering the matter of appointments and for paying farmers' dues; objected to the filling of posts in Kirkuk with officers from outside the governorate, and to the Investment Commission's granting of licences on land subject to restrictions and ownership disputes in violation of the Investment Law.

Criticized the ethnic exclusion in the Ministry of Oil's senior staff, held the political blocs responsible for the loss of the Kirkuk fields, and threatened to demand the establishment of a "Kirkuk Oil Company" to protect the governorate from mismanagement.

Affirmed that all political forces know the informal crossings belong to the parties, criticized granting vast areas to investors to build upscale complexes without the state budget benefiting, and considered automation and the national ID card the only solution.
