Expressed astonishment that revenues do not exceed 10 trillion even though the Central Bank's sales for imports amount to 86 billion dollars annually. Questioned the legal basis for imposing tax deposits in advance, and proposed forming a committee to host Planning, the Central Bank and the Region's representatives.

Criticized the previous presidencies' monopolization of interrogation decisions, demanded settling the finance, oil and security committees, and rejected attempts to intervene to disarm Iraqis.
