 On 17/12/2013, the Iraqi Council of Representatives (CoR) held its 1st session of the 2nd term of the 4th legislative period chaired by the First Deputy Speaker H.E. Qusay al-Suhail:

-         200 MPs attended the session;

-         The CoR voted on the legislative proposal for the 3rdamendment to the University Service Law No. 23 for 2008 submitted by the Committee on Higher Education and Scientific research;

-         H.E. al-Suhail decided to delay voting on the legislative proposal for the 1st amendment to the Archeology and Heritage Law No. 55 for 2002 submitted by the Committee on Archeology and Heritage due to the objection raised by the Committee on Endowments and Religious Affairs against the legislative proposal, provided that a meeting is to be held between the Speaker’s Council and the Committee concerned to set a date for voting on the proposal;

-         The CoR voted on the legislative proposal for the 8thamendment to the Law of the Ministry of Higher Education and Scientific Research No. 40 for 1988 submitted by the Committee on Higher Education and Scientific Research;

-         The Committee on Endowments and Religious Affairs denounced the terrorist acts that targeted marchers commemorating Arbaeeniya of Imam Husain (PBUH) in Yousifiya and Tal Afar and the bombings in Beiji and Tikrit, calling on the security services to take more precautions, and calling on the CoR to speed up the legislation of a law compensating the victims of these terrorist acts;

-         The CoR finished the 1st reading of the legislative proposal for the Law of Delegation of Authorities submitted by the Committee on Regions and Governorates, especially that Article 123 of the Constitution allowed the federal government institutions to delegate some of their authorities to the governorates, and the other way round, pending on the agreement of the two parties. The aim is to regulate the course of actions in these governorates and to set up a mechanism for this delegation;

-         The CoR finished the 2nd reading of the legislative proposal for ratifying the Agreement on Investment Support and Protection between the Republic of Iraq and the Republic of Armenia submitted by the two Committees on Foreign Affairs and Economy and Investment;

-         The CoR voted on the formation of a committee to investigate the displacement suffered by some families in Makhmoor District;

-         The CoR finished the 2nd reading of the legislative proposal for the Martyrs Institution Law submitted by the two Committees on Martyrs, Victims and Political Prisoners and Human Rights;
