The Council of Representatives held on 27/7/2013 the 12th session of the first legislative term for the fourth year under chairmanship of Osama Al-Nujaifi, the Speaker of Council of Representatives. The session included the following:
- Attendance 226 MPs.
- The Council voted on the draft law of first amendment for the law of agricultural lending fund for peasants and small farmers No.(28) for the year 2009, submitted by the committees of agriculture and water, and finance, in order to change the naming of the law of agricultural lending fund for peasants and small farmers No.(28) of 2009 to the law of concessional lending fund and link the fund with the Ministry of Finance instead of the Ministry of Agriculture.
- The Presidency decided to postpone voting on the draft law of animal health submitted by the committees of agriculture and water, legal, health and environment.
- The Council hosted Mr. Abdul Karim Aftan, the Minister of Electricity, in a general invitation to discuss the status of the electrical sector. The Minister of Electricity emphasized that there are many obstacles including financial side, security situation and fuel facing the development of the electricity sector, noting that the numbers issued on production of electricity are issued by the Department of National Control, pointing out that there is a delay in the financial supplementation to pay the money allocated to the contracts, adding there is existence of high consumption in electricity compared to production, especially in light of spread of slums and taking electricity illegally.
- Mr. Al-Nujaifi emphasized to hold another session to discuss the reality of electricity in the presence of Deputy Prime Minister for Energy Affairs, Minister of Electricity and Deputies of Ministry of Electricity.
- The committee of security and defense read a statement in which it indicated to the occurrence of bombings in the district of Tuz Khurmatu, emphasizing the importance of intensifying security and military efforts, and calling the Peshmerga and Asayish forces and military forces to more coordination and cooperation.
- The Council discussed the security situation in Baghdad and the consequences of escape of prisoners.
- The committee of security and defense read a report including initial information on the events of Abu Ghraib and Taji prisons. The committee revealed the occurrence of a fierce battle between the security forces and the terrorists which left a number of martyrs and wounded among the security forces and killed and wounded among terrorists and prisoners, in addition to the escape of a large number of prisoners.
Al-Nujaifi stressed the importance of completing the investigative committee its work and submit an integrated report revealing the facts of what happened in Abu Ghraib and Taji prisons, in order to hold an urgent session to discuss the issue after the completion of the report.
The Speaker of the Council decided to adjourn the session until after the holiday of Eid. |
