On (27/2/2023), the House of Representatives held its ninth session of the first legislative term of the second legislative year of the fifth electoral cycle under the chairmanship of Muhammad Al-Halbousi, and the session included:
- Voting to postpone the second reading and discuss the proposed law on the third amendment to the Provincial and District Councils Elections Law No. (12) of 2018 to next Saturday's session based on a request submitted by 55 representatives.
- Voting on forming a committee of experts specialized in selecting the Board of Commissioners of the High Commission for Human Rights, which included ladies and gentlemen representatives Arshad Al-Salhi, Ansijam Al-Gharawi, Iman Abdul Razzaq, Bassem Al-Gharabi, Joan Abdullah, Hussein Al-Yasari, Aswan Al-Kaldani, Muhammad Al-Baldawi, Abdul Rahim Al-Shammari, Abdul Karim Abtan, Adnan Al-Jabri and Wahda Al-Jumaili, in addition to a representative of the cabinet, Mrs. Lamia Daoud, a representative of the Supreme Judicial Council, Mr. Hatem Jabbar, and a representative of civil society organizations, Mr. Hussein Rahman Al-Fadhli, and supervises the work of the committee. Dr. Shakhwan Abdullah, Vice Speaker of the House.
- First reading of the second amendment draft law media network law No. (26) of 2015, submitted by the Culture, Tourism, Antiquities and Media Committee.
- Second reading of the draft law on the ratification of the Agreement on the Encouragement and Reciprocal Protection of Investments between the Government of the Republic of Iraq and the Government of the Kingdom of Saudi Arabia, submitted by the Foreign Relations Committee.
- The interventions of the ladies and gentlemen of the representatives focused on demanding the unification of the definition of the meaning of the territory contained in the agreement between the two parties to ensure the rights in a balanced manner and that the insurance of the investing companies is in the Iraqi National Insurance Company and not in foreign companies.
- Second reading of the draft law on the ratification of the Agreement on the Avoidance of Double Taxation and the Prevention of Evasion of Taxes on Income and Capital between the Government of the Republic of Iraq and the Government of the Republic of Turkey, submitted by the Foreign Relations Committee.
After that, it was decided to adjourn the session.
