The House of Representatives on ( 4/12/2024) held its nineteenth session of the second semester of the third legislative year of the fifth electoral cycle under the chairmanship of Mr. Mahmoud Al-Mashhadani Speaker of the House of Representatives in the presence of 183 Representatives and it included:  

-Dr. Mashhadani Speaker of the House welcomed Mr. Mohammed Shya Sudanese and Gentlemen of the Ministers of Foreign Affairs,planning and Interior at its request to allocate their presence to the House session to discuss the challenges of events in Syria and its consequences for Iraq and the region.

-The Prime Minister noted that the Zionist entity exceeded all the norms and international charters to exercise collective genocide against the Palestinian people, pointing out that the position of Iraq is constant and clear in all forums with its solidarity with the Palestinian issue, which represent the conscience of the Iraqis and emphasising The importance of calming down during the meetings and communications, and not expanding the conflict and is keen on the initial position of Iraq and the Supreme Senior Authority, as well as the humanitarian aspect of Iraq with the help of Gaza people and the establishment of the reconstruction fund of Gaza and Lebanon.

-The Prime Minister has confirmed the right of Iraq to ensure its limits and strengthen and emphasize the national unity to maintain Iraq's security, people and regime, stressing that Iraq has sophisticated military potential, as of being a part of the International Coalition against Terrorism, noting to  the content of the agreement with the coalition to end the foreign military presence in Iraq finally in September 2025, and in the Kurdistan Region in September 2026, relying on faith in the unity of the Iraqi people in the face of challenges.

-Mr.Sudani addressed the importance of amending the General Budget Act to address the issue of oil marketing from the Kurdistan region, in particular the article on production and transport, indicating that Iraq bears a daily fine for non-export of oil to the port of Jihan, according to an agreement with the Turkish side, He pointed out that the amendment of the article comes in cooperation with an international consultant to resolve the file between the federal government and the Government of the Kurdistan Region, calling upon the House of Representatives to expedite the amendment of the Federal Budget Law for Financial years 2023,2024,2025.

-The Prime Minister explained that the ministerial amendment is one of the principles of the government program and its target, which is not aimed at any party or personal, but was included in accordance with professional standards for each ministry and the Government in the process of ministerial amendment through two phases, but stumbled to proceed with the lack of consent of some parties Political to form a government on the amendment mechanism, adding that the priorities of the government program contain strategic projects and programs that reached 62%, calling upon the House of Representatives to legislate important laws such as the Aviation Authority Law, Economic Reform Law and Law Arbitration, securities law and intellectual property law.

-Foreign Minister Dr. Fouad Hussein said the Iraqi policy strategy was based on communication with regional and international bodies to stop and send aid and prevent Palestinian deportation into Egypt and Jordan, with not allowing Iraqi territory the starter for threaten the neighboring countries.

-The Minister of Interior, Mr. Abdul Amir Al-Shammari, reviewed the internal security situation and to secure the Iraqi border, which was noted that the border is fully insured and under the control of the security forces in various sides and are ready for any emergency destabilizing the country.

-Planning Minister Dr. Mohamed Tamim said that the results of the population, which was based on a digital system and the automate of the results electronically, where the census was a major praise as aimed at development, adding that the government is working for Iraqis abroad and will announce the final results after Finishing the information collection processes, stressing that he is an enumeration with full confidentiality of data.

-The interventions of Ladies and gentlemen of representatives, the demands and proposals focused on the security aspects through emphasis on the need to maintain the security of Iraq through the Government's commitment to strengthen its security fields to prevent any plans trying to target Iraq's sovereignty And emphasize the unity to prevent organized and combat organized crime, and demand attention to the governorates and regions liberated from terrorist gangs and helping displaced people return to their areas.

-The  interventionso included in economic aspect and the need to disclose economic reform and the steps of fighting the corrouption by the government and to double efforts to achieve sustainable development by diversifying the economies of the country and increasing non-oil revenues, and not The dependence on oil fully, in addition to addressing the files between the Federal Governments and the Kurdistan Region, particularly disbursing the salaries of the Region staff and to not be delayed.

-Ladies and gentlemen members of the House of Representatives have full support for the Government of Sudanese in their measures to address the security challenges passing by Iraq to preserve their national security and protect citizens, and appreciating the role of the government in maintaining security and not involving iraq in a proxy war, as well as The joint cooperation between the legislative , executive and judicial, with the importance of governance of procedures for control of corruption and follow-up to those files in accordance with the government program.
