The Council of Representatives held its first session of the second legislative term for the fourth legislative year of the fifth electoral cycle on July 13, 2025. The session was opened by Mr. Mohsen al-Mandalawi, the First Deputy Speaker, and chaired by the Speaker of the Council, Mahmoud al-Mashhadani, with 175 deputies in attendance. The session included the following:
-Mr. Qastal Abu Talib Dhahir took the constitutional oath, replacing the former MP Waleed al-Sahlani to fill a seat in the Council of Representatives.
-Voting on the proposed law for the Iraqi Programmers Syndicate, submitted by the Labor and Civil Society Organizations Committee and the Legal Committee.
-The second reading of the proposed law for the First Amendment to the Law of the National Authority for Nuclear, Radiation, Chemical, and Biological Control No. (1) of 2024, submitted by the Health and Environment Committee.
-During their interventions, the MPs called for justice for workers in the nuclear and chemical radiation field, requesting that they be given hazard pay and for guarantees to be put in place to protect their health, in line with the instructions of the International Atomic Energy Agency.
-The second reading of the proposed law for the Third Amendment to the Law on Compensation for Victims Who Lost Parts of Their Bodies Due to the Practices of the Former Regime No. (5) of 2009, submitted by the Martyrs, Victims, and Political Prisoners Committee.
-MPs emphasized the importance of the federal government and the Kurdistan Regional Government's commitment to continuing to pay the salaries of employees and retirees in the region. Additionally, some MPs called for a focus on the main requirements of Basra Governorate, especially addressing the water issue.
