Session Details

On (29/4/2023), the House of Representatives held its twenty-first session of the first legislative term of the second legislative year of the fifth electoral cycle under the chairmanship of Muhammad Al-Halbousi, and the session included:

 

-Postponing the vote on the draft law of the National Authority for Nuclear, Radiation, Chemical and Biological Regulation, submitted by the Health, Environment, Higher Education and Scientific Research Committees at the request of 58 representatives.

-First reading of the draft law on the accession of the Republic of Iraq to the Marrakesh Treaty to facilitate access to published works for the benefit of persons who are blind, visually impaired or other disabilities in reading publications, submitted by the Foreign Relations Committee

-First reading of the second amendment of the        draft law of Scientific and Consulting Services Offices in Higher Education and Scientific Research Institutions Law No. (7) of 1997, submitted by the Higher Education and Scientific Research Committee

-Second reading of the draft law on the lease of agricultural land submitted by the Committee on Agriculture, Water and Marshes.

-The interventions of the ladies and gentlemen of the representatives focused on demanding the use of international companies to promote the agricultural sector, increasing the investment area and its adherence to production and not obliging the investor to maintain drainage networks, demanding the pricing of land rent according to its location and proximity to water sources and giving priority to graduates of the faculties of agriculture and veterinary medicine, and working to review the agreements related to Iraq’s share of water to ensure its provision for agriculture, in addition to demanding a well-studied vision for leasing agricultural land that serves the advancement of agricultural production, and excluding land  Within Article 140 of the Constitution

-Representative Muhammad Khalil read a statement in which he denied the attack on any mosque or places of worship by the Yazidi component in Sinjar district, stressing the keenness of the Yazidis to reject any action that provokes sedition among the people of the city and their keenness that Sinjar remains an icon of peaceful coexistence for all its people, calling on the government to commit to imposing the law and implementing the Sinjar Agreement

-Mr. Shakhwan Abdullah directed the Security and Defense Committees and the religious endowments to investigate the incident related to the Sinjar district.

-The ladies and gentlemen, representatives demanding to direct an investigation into the suspicions and reluctance of the unified Amara water project, calling for the legislation of the Social Security Law for workers, demanding an increase in the allocations of the governorates in the budget law, increasing the minimum salaries for the retirement segment, establishing regular silos in Wasit governorate to absorb the wheat crop, calling for justice for members of the defense mobilization and establishing their rights, demanding the speedy enactment of the teacher protection law to preserve his dignity and prevent abuses against educational staff, in addition to paying attention to the requirements of the province of Babylon to provide services in it, and demanding  Reconsider the electricity tariff for shops and owners of farms and orchards, and demand the need to tighten the controls on the size of car loads to maintain the safety of the streets,

- Mr. Halbousi’s announcement that the House of Representatives will host the State Council in a public session at the request of 163 representatives.

After that, it was decided to adjourn the session to next Tuesday
