On  (10/3/2024)  the House of Representatives held its thirteenth session of the first legislative term of the third legislative year of the fifth electoral cycle under the chairmanship of First  Vice-Speaker Mr. Mohsen Al-Mandalawi in the presence of (179)  Representatives and the session included:

 

-Mr. Al-Mandalawi explained that the success of any democratic political system is through the flexible separation of powers, and based on cooperation, balance and integration among them, as parliamentary oversight is one of the most important real indicators to evaluate the democratic path of the political system, pointing out that oversight aims to evaluate the executive authority with all its institutions in accordance with the government program and strategic plans.

-The Kurdistan Democratic Party bloc read a statement on the occasion of the 33rd anniversary of the March 1991 uprising of the people of Kurdistan after a series of ethnic cleansing, forced deportations and deprivation of basic rights, adding that the Peshmerga forces rose up in early March and were able to cleanse the entire of Kurdistan from the repressive apparatus of the fascist Baath, which coincided with the popular uprising in the southern and central regions, indicating that the uprising proved that the path of right and freedom will end in favor of the peoples against the dictatorship and that the victory of the uprising was the unity of forces in Kurdistan and coordination and cooperation with other political forces, noting the importance of working together in order to overcome problems and crises, and the bloc concluded its statement by saluting the martyrs of the uprising and all the martyrs of the uprisings.

-Representative Yasser Al-Husseini, with the participation of a number of ladies and gentlemen of  Representatives , read a statement in which he pointed out the need to take the necessary measures against the Director General of the Iraqi Ports Company, Mr. Farhan Al-Fartousi, for causing the waste of more than 20 trillion Iraqi dinars of public money by increasing the company's contracts and disposing of its funds without a legal basis, as well as taking measures affecting Iraqi national security by allowing unknown companies to operate in Iraqi ports without observing the laws in force and judicial orders against him, calling on the Federal Court, the Supreme Judiciary and the prosecution General by issuing a state order to suspend him from work.

-Representatives Hassan Salem  with  the participation of a number of ladies and gentlemen of  Representatives read a statement that included the exposure of the legislative authority to a surprising transgression by arresting Representative Hadi Al-Salami and sentencing him to an illegal case, considering this measure an attempt to disrupt the role of the Representative in exercising his oversight role and restricting the legislative authority and preventing it from its work in the supervisory and legislative sides, surprising from the silence and condonation of the parties that moved against the Representative for the corrupt who stole the people's money and not following them up, expressing his thanks to the Acting Speaker of the House of Representatives, Mr. Mohsen Al-Mandalawi and Vice-Speaker Dr. Shakhwan Abdullah for their position defending and supporting Representative Hadi Al-Salami in particular and the legislative authority in general.

-Voting on the dismissal of the Iraqi Media Network’s head,  Mr. Nabil Jassim from his post after adding the paragraph to the agenda of the session.

-Vote in favor of amending a number of articles of the rules of procedure of the House of Representatives and put them to a vote in future sessions.

-Mr. Mukhtar Mahmoud Al-Moussawi was sworn in in place of the resigned Representative Abbas Al-Zamili

Part of the session was chaired by Dr. Shakhwan Abdullah, Vice-Speaker

-The demands of the ladies and gentlemen of the Representatives during their interventions focused on the importance of consolidating the role of the Representative in the exercise of his/her  oversight and legislative work, enabling him/her  to access information accurately and transparently, respecting his/her  constitutional immunity, protecting him/her  from harassment and illegal practices, and demanding that the Prime Minister be obliged to answer the parliamentary questions addressed to him, in addition to the importance of not placing obstacles from any party in front of the role of the House of Representatives, and moving towards raising the status of the House by following the proper methods of addressing, monitoring and visiting executive institutions, and demanding to include the Federal Court Act to proceed with its legislation to amend the functions of its jurisdiction.

-The Vice-President of the House affirmed the right of the members of the House to exercise their constitutional and legal right, represented in directing supervisory questions to the concerned authorities and obtaining information in order to carry out their work stipulated in the Constitution, directing the Legal Committee to prepare a formula related to answering the correspondence of the members of the  House  addressed to the concerned authorities and providing the presidency with details.

-Mr. Mohsen Al-Mandalawi directed the Legal Committee to study the law of the House of Representatives and the rules of procedure of the House on the interpretation of the article related to lifting the immunity of a Representative according to the provisions of the article represented by misdemeanor and felony.

 

It was then decided to adjourn the session.
