  Fifth Session    2024-08-04   

 The House of Representatives holds its fifth session  of the second legislative term of the third legislative year of the fifth electoral cycle under the chairmanship of Mr. Mohsen Al-Mandalawi, Acting Speaker of the House of Representatives, on Sunday 4/8/2024, in the presence of (177) Representatives, and the session included the following.

-First reading of the draft law amending the second amendment to the General Amnesty Law No. (27) of 2016 submitted by the legal, security and defense, and human rights committees.

-Second reading of the draft law on the accession of the Republic of Iraq to the Convention on International Exhibitions signed in Paris in 1928, supplemented by the Protocols of 1948, 1966 and 1972, and its amendments of 1982 and 1988, submitted by the Foreign Relations Committee.

-Second reading of the proposal to amend the Advocacy Law No. 173 of 1965 submitted by the Legal Committee.

-Postponing the second reading of the draft law on the ratification of the Air Transport Agreement between the Government of the Republic of Iraq and the Government of the Syrian Arabic Republic, submitted by the Foreign Relations Committee.

-The first reading of the proposed law amending the Personal Status Law No. (188) of 1959 after voting on adding it to the agenda of the session.


 

  Fourth Session    2024-08-03   

 The House of Representatives held its fourth session  of the second semester of the third legislative year of the fifth electoral cycle under the chairmanship of Mr. Mohsen Al-Mandalawi, Acting Speaker of the House, on Saturday 3/8/2024, and in the presence of (176) Representatives, which included the following session:

-First reading of the draft arbitration law submitted by the legal, investment and development, and finance committees.

-Second reading of the draft law on the right to access information submitted by the committees of culture, tourism, antiquities, media, legal, human rights and integrity.

-Postponing the second reading of the proposed law on the second amendment to the Political Prisoners Foundation Law No. 4 of 2006 until an answer is received from the government regarding the financial aspect of the law


 

  Third Session    2024-07-24   

The House of Representatives holds its third session of the second legislative term of the third legislative year of the fifth electoral cycle under the chairmanship of Mr. Mohsen Al-Mandalawi, Acting Speaker of the House of Representatives, on Wednesday 24/7/2024, in the presence of (194) Representatives, and the session included the following.

- Voting on the draft law amending the twenty-first of the staff Law No. 25 of 1960 submitted by the Finance Committee.

- First reading of the draft law on service and retirement for the fighters of the Popular Mobilization Committee submitted by the committees of security, defense, legal, financial, martyrs, victims and political prisoners.

- Voting on the formation of a temporary parliamentary committee to implement the parliamentary code of conduct, provided that its members are selected in consultation with the heads of parliamentary blocs.

- Postponing the first reading of the proposed law amending the Personal Status Law No. 188 of 1959 submitted by the Legal Committees and Women, Family and Childhood based on a parliamentary request submitted to the Presidency of the House.

- Postponing the first reading of the draft arbitration law submitted by the investment, development, legal, and financial committees


 

  Second session    2024-07-21   

The House of Representatives held its second session of the second semester of the third legislative year of the fifth electoral cycle under the chairmanship of Mr. Mohsen Al-Mandalawi, Acting Speaker of the House on Sunday 21/7/2024, and in the presence of (181) Representatives, which included the following session:

 

- First reading of the draft law on the reform of economic laws submitted by the committees of economy, industry and trade, investment and development, legal and finance.

- First reading of the proposed law on the first amendment to the National Authority for Nuclear, Radiological, Chemical and Biological Regulation Law No. (1) of 2024 submitted by the Health and Environment Committee.

- First reading of the draft Islamic Investment Sukuk Law submitted by the Finance, Legal, Investment and Development Committees.

- Postponing the second reading of the draft law on compensation for the property of those affected by the former regime submitted by the Committee of Martyrs, Victims and Political Prisoners.

- A number of ladies and gentlemen of the Representatives read a statement condemning the ban imposed on Sulaymaniyah International Airport by the State of Turkey and the closure of its airspace


 

  first session    2024-07-20   

 The beginning of the second legislative term of the third legislative year

 

The House of Representatives held its first session of the second legislative term of the third legislative year of the fifth electoral cycle under the chairmanship of Mr. Mohsen Al-Mandalawi, Acting Speaker of the House of Representatives, on Saturday 20/7/2024, in the presence of (171) Representatives, and the session included the following.

- First reading of the draft law amending the first law of the Martyrs Foundation Law No. 2 of 2016, submitted by the Committee of Martyrs, Victims and Political Prisoners.

- First reading of the draft law on the ratification by the Republic of Iraq of the Air Services Agreement between the Government of Iraq and the Government of the Republic of Azerbaijan, submitted by the Foreign Relations Committee.

- Second reading of the National Intelligence Service bill submitted by the Security and Defense Committee.

- The second reading of the proposed law on the first amendment to the Passports Law No. (32) of 2015 submitted by the Security and Defense Committee.

- Mr. Al-Mandalawi noted that the government was approached to inquire about the Civil Service Law to explain the reasons for the delay in sending the draft to the House of Representatives after it was withdrawn earlier.


 

  Twenty-seventh session    2024-06-03   

 The House of Representatives held its twenty-seventh session of the first semester of the third legislative year of the fifth electoral cycle under the chairmanship of Mr. Mohsen Al-Mandalawi, Acting Speaker of the House on Monday 3/6/2024, and the presence of (199) Representatives, which included voting on the amended schedules of the Federal Budget Law No. (13) of 2024 and its annexes tables (A, B, C, D, E, and F) submitted by the Finance Committee.
